The other route is the Probate Court, because Georgia licenses marriages through Probate rather than a county clerk, and couples routinely search the wrong office. A premarital education course cuts the fee by $40 in every in-scope county that publishes its fees: Gwinnett $56 to $16, Coweta $56 to $16, DeKalb $66 to $26 including one certified copy, and Cherokee $66 to $26. The course runs at least six hours and must be taught by a licensed professional counselor, social worker or marriage and family therapist, a psychiatrist, a psychologist, or an active member of the clergy. The certificate must be notarized; Gwinnett, Coweta and Clayton all require it, and an unnotarized certificate forfeits the discount at the counter. If either of you is a Georgia resident, the license may be bought in any Georgia county and used in any Georgia county. If neither of you is, it must come from the county where the ceremony happens.

Churches and congregations

These are places of worship rather than for-hire officiants. Many will marry members of their own congregation, or couples willing to join and complete a marriage preparation course, and some will not marry non-members at all. Several also price the building, the clergy and the musician separately. Ask early what they require of you — policy varies widely between denominations, and between individual congregations of the same denomination.
